The first question in almost every introductory call is the same: am I actually allowed to own this? The short answer is yes for apartments and residences, and “it depends on the structure” for land. Here is the version we give our own clients.
Apartments and residences: open, freehold, in your own name
Foreign nationals can purchase Albanian apartments, villas and residential units outright, registered in their personal name with full freehold title. There is no residency requirement, no local partner requirement, and no special permit for a standard residential acquisition. A passport, a notarised purchase contract and registration at the State Cadastre Agency are the substance of it.
This is why most of the investment cases we build are apartments and finished villas: the legal path is direct, the holding costs are low, and the exit is clean.
Land is where the structure matters
Undeveloped and agricultural land sits under a different regime. Foreign buyers typically access land through an Albanian-registered company rather than personally, which adds formation, accounting and substance questions to the file. We do not steer private investors toward land plays unless there is a specific, verified reason — for most buy-to-let mandates, it adds complexity without adding return.
The title check is the real gate, not your nationality
In practice, what kills deals in Albania is rarely who the buyer is — it is what the seller can prove. Restitution claims from the pre-1991 era, fragmented inheritance titles and unpermitted floors are the issues we screen for before a client ever wires a deposit. Two of the last three properties we audited for clients failed that check. That is the system working.
